In 2005, Glasgow City Council published its ‘School Estate Management Plan Year 3: 2006/2007’.

This document highlighted the progress made by the authority in implementing the four phase strategy outlined in its first School Estate Plan of January 2004. Essentially these documents provided an inventory of there-organisation of the school estate as well as a strategic route-map to where the Council wanted to be in delivering education for the 21st century.

By Phase 4 of the Pre-12 Strategy, the Council had approved the replacement of a total of 88 primaries, 46 nurseries and 7 SEN establishments with 34 purpose-built Pre-12 campuses.

These campuses, in most cases set within areas of regeneration, were to be equipped with enhanced sports and other facilities that would be  available to the community outwith school hours and during holiday periods.

An additional 4 projects would see the replacement of 4 primaries, 2 nurseries, 4 nursery extensions and 2 SEN schools together with the development of Gaelic Medium Education for 3 to 18 years in the city.

This programme for the  investment of £263.84million was  achieved through a partnership between the City Council, and the, Scottish Executive via the Schools Fund and by the opportunities offered by the ‘Prudential Framework’ for public sector borrowing.
